Can you occupy the substate and go into diplomacy with the actual substate and add wargoals that way?

Ah I tried the save with pause on and changecontroller command and it actually shows up (this is a small still alive MP game). Was sure I had tried this live in the game and that it wasn't there. But must've not been able to add a war goal on the them at that point.

There is a rather big problem though, don't know if intended. You can't separately peace out substates. And for both Prussia and Lithuania it's 100 WS to take. So you have to justify a war against PLC where you need to take a prestige hit since you can't enforce the war goal. Full siege them down and all their allies just for the substate.

Is it meant for it to be that hard?
