I think you've meant to

AdminToolbox.warpVectors = new Dictionary<string, Vector> (AdminToolbox.presetWarp);

from admintoolbox.

Not sure what you mean how

warpVectors = presetWarps;
// is different from
AdminToolbox.warpVectors = new Dictionary<string, Vector> (AdminToolbox.presetWarp);

please elaborate

I thought i was overwriting the warpVectors keyparirs with the presetWarps keypairs each round restart

Basically you are losing pointer to variable and both variable names then point to one variable in memory.
