Distinguish between works and disturbances about delaymapi HOT 2 OPEN

this turned out to be not true, there is however another url: http://www.belgianrail.be/jp/nmbs-realtime/query.exe/nny?performLocating=512&tpl=himmatch2oldjson&look_nv=type|himmatch|maxnumber|300|no_match|yes|icons| that contains an icon field which may be useful. This uses an actual JSON format, but the format differs a bit:

• Depending on the locationtype it has a start-/end- and impacted station (locationtype = 0), a start- and impacted station (locationtype = 1) or none at all (locationtype = 11), and probably more.
• It has name of the station in the object, but not the exact coordinates
• caption was replaced by header

Using the old parser on this would be ugly as this is valid json, but the structs would be massive to hold them all. Maybe serde has a way to only store the known fields?

We would also need to check the dates and distinguish between active/future disturbances. Marking as "enhancement".
