Sure, we can combine. I have been meaning to work on this a library a little to add the new TLDs.

The interactive command browse-url-dwim is absolutely minimal. It could be changed to provide an action menu on a prefix argument, or a separate function browse-url-menu could be added.

Another way is to write a separate layer as with osx-browse.el, which is how I interface with browse-url-dwim in daily use. That library takes a step in the direction you describe, allowing prefix argument to control whether the browser gets foregrounded.

It would be a wonderful interface to check if there was a URL at point and if so, add custom actions to the context menu on every right click. However, it might be difficult to make that work consistently for all users.
