Superuser / sysadmin auth about bibserver HOT 6 CLOSED

Meant to close #24.

Personally think this is low priority now we have command line (and also depends on more useful set of actions in WUI -- e.g. deleting collections). So I'm removing this from phase 3.

Superuser can be set in config, and that user has admin as if owner of any collection. May want to add the ability to curate users too, but not a requirement yet.

At the moment the super_user is a single string in the config. It would be handy to change this to a list of accounts, as there might be > 1 super_users in an instance.
