Not sure how this would be best implemented, as it would either require a new Value::ControlFlow or our branch would return a Result instead.

I'd like to implement this, would you agree to use Result as the return type? and try for the name?
And how does one get the hash for the built_in functions?

Yeah, seems reasonable to me. Dedicated type would be nice for semantics, but they'd be identical right now so I don't think that's necessary at this stage. All though we should probably have a stability mechanism to discourage downstream implementation of "unstable" protocols that are bound to change.
And how does one get the hash for the built_in functions?
The hash for the protocols? They're just randomly generated:
cargo run --bin rune -- hash --randomfrom rune.
