Your "POSIX threads" link is to a glibc specific API. The _np
suffix stands for non-portable. I can't find a macOS equivalent for example. The Python implementation seems to be based on having each thread signal something equivalent to a condvar right before they exit and and then in the join method waiting with timeout for this condvar to be signaled before running pthread_join. This still allows significantly exceeding the timeout however as the condvar has to be signaled before TLS destructors run, which can take an arbitrary amount of time (including never finish at all) Java seems to be doing something similar. As for C# I can't find the actual implementation.

Note that C# has a full runtime so it doesn't need to rely on the system to provide this. In the case of Unix I believe it uses a linked list of semaphores (maybe implemented using mutexes) that are all signaled when it's time for the thread to exit. But don't quote me on that, I've not checked the code.
