More generally, winit should provide an additional flag to let the OS position the window itself.

Can I take this issue? I plan to implement set_outer_position into WindowAttributes

@garasubo There's actually a WIP PR to add this (#1240), but it never got a macOS implementation so it hasn't been merged. If you'd like to move that PR onto the latest master and add in that implementation, that'd be great!
