I'm not really sure what you mean. If you goto the rvm install path (/usr/local/rvm by default) and then look in the gems folder you should see that there's a global gemset that's symlinked. The global gemset should automatically be used.
Can you reproduce the exact steps you did that caused the gemset to not be created? Also what OS/build are you using? Also can you run your ansible playbook with -vvvv and include the output for the rvm installation task.
