Does it work when you try to run the unit tests for the parser? You can do this in the terminal by cd
ing to the tests directory and doing
phpunit --bootstrap bootstrap.php .
(but you need to have phpunit installed).

I have the same problem, and after installing phpunit (and its dependencies which didn't install along with it :) the unit tests work fine. here is my code:
$css = file_get_contents('test.css');
$parser = new Sabberworm\CSS\Parser($css, $sDefaultCharset = 'utf-8');
$doc = $parser->parse();

@ty707 Are you using a PSR-0 compatible Autoloader (or composer)? Where are the PHP-CSS-Parser files located?

I used composer w/i my project folder, and the files are in /vendor/sabberworm/php-css-parser

require 'vendor/autoload.php';
somewhere in your code?

Also, the constructor’s parameters have changed. The second argument (if given) has to be an instance of Sabberworm\CSS\Settings
