This seems to be caused by the introduction of _set_invalid_parameter_handler very recently on libuv. This is apparently not the case in master, so if you build pyuv from master you shouldn't get the error.
I'll track the error, nevertheless.

If it was already built it will not try to do it again, that something build_ext does. You can override that by passing -f IIRC.

I fixed this on pyuv v0.8 branch, I'll release version 0.8.3 later today.
