move `hackmud.d.ts` into `hackmud-script-manager` about hackmud-environment HOT 4 CLOSED

need to look into if the typescript patch file can be moved over as well and maybe typescript could be made a peer dependency of hackmud-script-manager so that the patch file and typescript don't get out of sync

I'm going to make the patch file thing be a separate issue for now since it can't be implemented until pnpm/pnpm#8023 is solved. that new issue will be out of scope for hsm 0.20

I've copied hackmud.d.ts into hackmud-script-manager and in my local dev I can see that I can use it and it works.
I can't push to this repository until hsm 0.20 because I can't leave this template in an intermediate state. I'm going to close this issue for now and make sure I remember to push my local changes once hsm 0.20 is out
