The Blender API has been changed massively in version 2.8. Making the CATMAID plugin compatible with this new version would require a large-ish rewrite and would make it incompatible with versions >2.8

I don't know when I'll have time for that. So for the time being, you will need to use Blender 2.79 which is still readily available via their website.

Thanks! I installed Blender 2.79, added and activated CATMAIDImport to add on. But Import/Export panel does not show up under the Scene tab in the Properties windows. Please see attachments to make sure I understood correctly what you mean by the Properties windows.
