I would be in favour of keeping it. Once you lower the bar, people will just aim lower. @StephenThompson ??

I agree with Matt, it should be on. If you have it off for development branches it will just make it harder to merge them to master. If it's annoying an individual developer doing something interesting on a branch, they can always turn it off themselves.
