Hi, I'm not sure that there is a bug here.
The docstring says that bits must be >= 0, so equalling zero is allowed, not
proscribed. As your code snippet shows advancing 0 bits is fine, although it
does
nothing.
The intent is to allow 0 as a valid input to advancebits so I think everything's
fine. It's equivalent to bitpos += 0, which is also allowed (and also
pointless).
(Incidentally you're the first person other than me to ever submit a issue so
I'm
just happy that someone cares enough to bother!)

Sigh. You're correct - I just confused myself and somehow misunderstood the
docstring. No bug here.
