For the right behavior, I think the equivalent is isLoop in scratch-flash.

This seems to only happen if the inside of the substack is not empty.

Actually, this is interp.redraw: a yield only happens if some block caused something visual inside the substack. Talked to Chris and we think we should reproduce this somehow.
