looks like you need to fix your local cacert i tried to reproduce your problem and after installing ws2019 i get same error.. cacert could be fixed by installing new webbrowser like chrome or brave.. so i installed Brave browser, then uninstalled it, and error was gone. can you try the same ?

Windows Server 2019 running on AWS. It was working few days earlier then all of a sudden got the SSL error.
