it resolves to the same version (1.6.0)
this is the intended behavior of the pre-release workflow
and does not increment the number at the end.
the previous pre-release version must be in the history of the branch that the next pre-release version would be released from. that means that you should not be rewriting the history of that branch when adding additional changes to it

I think we are doing a normal merge, not rewriting history, but I will double check tomorrow.

The tag and git notes must be in the history of that branch for things to work. If it is not working, one of those things is not being fulfilled
