you cannot run install or game on localhost

Not true, I'm running the game on localhost now.

then it depends on the system configuration, if you can or can't run on localhost
i'm running the game on a homebrew server with ubuntu server 12.04 and have no problems.
but some poeple have the wrong configuration and than it wil not run on localhost.

Back to the original issue:
I found a standalone version of XAMPP that had php4 and my installation worked fine.
I initially tried to install with the latest version that had php5 and I got a lot of errors.
