it seems to be missing user / group.
I have no name!@8a4aba3d4715:/var/www/shopware$ whoami
whoami: cannot find name for user ID 501
thus cannot create folder properly.
i got a workaround by adding / linking volumes to local folder.
in docker-compose.yaml, on app_server's volume, you can add these 3 lines
- .cache:/.cache/sw-cli-tools
- .sw-cli-tools:/.local/share/sw-cli-tools/assets
- .config:/.config
so my full app_server section become:

Same happens with Ubuntu 18.04
