For this, let's get started with a similar plan that we did in #139. Instead of trusting an OIDC endpoint directly, we can sign a CA cert in fulcio.
We'll need a basic PR sent my organizations with:
- The CSR they want us to sign
- What it will be used for
- Contact info
- Renewal period
- Some way to constrain the subjects of the short-lived certs that can be issued with this intermediate (a specific email or spiffe domain name)
The final one is the biggest one for me to think through.
