Can you please explain why you want that?
IMHO Populate is a development-only tool and should not be installed on a live server. I once had the problem that a site was accidently left in dev mode, someone called the PopulateTask and wiped away my database. Luckily I had a backup.
You can also switch temporarly to dev mode as admin when adding ?isDev=1 to the URL.

Sorry, I have since forgotten why this was originally requested 😅
I would imagine it was because there was no way to do this even if you wanted to, so having it configurable would allow you to use the tool to do initial content setup using populate instead of doing a manual data migration from a dev environment to the live environment.
Happy to close if you wanted, but didn't see any harm in making it configurable? 🤷🏻♂️
