This rule works on source code. It doesn't do any resolution or checking of package.json, nor should it.
This is a good candidate for ESLint ignore comment or disabling the rule.
Your case is an extreme edge-case as there are almost no polyfills with the exact same name as Node.js built-ins. In addition, such polyfills are bad as you're getting different behavior between Node.js and non-Node.js environment. And the polyfill in question is also not maintained.
