[ENH] Improve linter check speed by using Ruff about sktime HOT 7 OPEN

This proposal requires agreements from the core developers so tagging @yarnabrina @benHeid @fkiraly @achieveordie for visibility.

I agree very enthusiastically. I do use ruff already in all projects for my work, and it's very good.

(If needed, I can share pyproject/precommit configurations as well from my personal repositories. They use other tools as well which ruff claims to replace, but I don't see why we can't use both.)
