I have figured it out by doing this:

module SlackEvabot
  module Commands
    class Unknown < SlackRubyBot::Commands::Unknown
      match(/^(?<bot>\S*)[\s]*(?<expression>.*)$/)

      def self.call(client, data, _match)

        # Get webclient
        web_client = Slack::Web::Client.new(token: client.token)
        web_client.auth_test
        json = web_client.users_info(user: data.user)
        email = json[:user][:profile][:email]

        client.message(channel: data.channel, text: "Your email address is '#{email}'.")

      end
    end
  end
end

But is it okay to keep calling Slack::Web::Client.new for every message received?

In the RTM client context the client is an RTM client, you want client.web_client.users_profile. Also this might be helpful.
