It turns out Unity 2019.1 adds a new feature to Unity post processing, "Directly to Camera Target". This defaults to ON and is a new tickbox that shows up right after "Stop NaN Propagation".
If you hover over the option it explains that it works faster but disables old postprocessing tools like this excellent VolumetricLights system.
Untick it and volumetric lighting works again. I am closing this issue since it's got nothing to do with this package.
