好吧。自己解决了。按照Readmed来装才报这个错的。应该是搬瓦工repo里没有提供libnet的源。
谷歌搜了下，到这个网站http://rpm.pbone.net/ 手动下载RPM安装才解决的。

没有装libnet-devel 可以参考readme里面的安装方法

sudo yum install epel-release 然后在安装libnet-devel

yum install -y wget
wget http://dl.fedoraproject.org/pub/epel/6/x86_64/libnet-devel-1.1.6-7.el6.i686.rpm
rpm -ivh libnet-devel-1.1.6-7.el6.i686.rpm
