With the JS tracker, I introduced a Workflow Dispatch action, which needs manually triggering from within Github.

Creates this UI (see run workflow button, you can push it to see the pop up): https://github.com/snowplow/snowplow-javascript-tracker/actions/workflows/publish.yml
You could perhaps bring these two ideas together, so you don't need the x.x.x tag which is only being used to trigger the CI/CD. You could even make sure its only being triggered on master too.
