Add CCI management about softlayer-python HOT 1 CLOSED

usage: sl cci manage [-h] {poweroff,reboot,poweron,pause,resume} ...

Manage active CCI

positional arguments:
  {poweroff,reboot,poweron,pause,resume}
    poweroff            Power off instance
    reboot              Reboot the instance
    poweron             Power on instance
    pause               Pause a running instance
    resume              Unpause a paused instance

optional arguments:
  -h, --help            show this help message and exit

usage: sl cci manage reboot [-h] [--cycle | --soft] instance

positional arguments:
  instance    Instance ID

optional arguments:
  -h, --help  show this help message and exit
  --cycle     Power cycle the instance (off, then on)
  --soft      Attempt to shutdown the guest

usage: sl cci manage poweroff [-h] [--soft] instance
