The outlier positions far outside of the stadium decrease the distribution, because the region containing the stadium covers only a small part of their total distribution (and thus does not integrate to unity).
Plus, it is very unlikely that devices actually are outside of the stadium.
Therefore, a solution would be to set distributions of outliers to uniform in the region containing the stadium.
