Really just preference,
Maybe what I'm looking for isn't necessarily something that would live in this package.

By default, super+option+/ is in fact, "toggle block comment in ST. But right now that just gives me /* CURSOR */

So really what I want, is to redefine what a block comment is for a language, or create a macro that overrides that and calls something from your package to start docblock comment.

Not sure where to start, but I'll let you know if I get anywhere.

You could create a macro. It could simply trigger the key presses /enter, but that might be a little hacky. Maybe better would be to simply insert /** and then call jsdocs and it should take it from there.

I think what was confusing me is Sublime doesn't seem to have a generic base level "source" bundle like TextMate does. In TM, that bundle just had a command that is "Insert Block Comment".
