Find a home for the docs and a basic landing page about seafowl HOT 2 CLOSED

Currently building the home page at https://github.com/splitgraph/marketing/tree/subproject/seafowl. Plan:

• home page: lives in the marketing repo and on splitgraph.com/seafowl. Might register a separate domain and rewrite requests to hit the marketing repo
• docs: if rustdoc (probably not much point, since we're not publishing this as a library), use whatever others use to publish to docs.rs. Otherwise, can also use the marketing website and make a new docs root in it.
