Additionally I think it would be really cool if the scheduler can send back info whenever there's no more tasks to run... a lot of beginners have been really confused why their stuff isn't running and just making the error message more helpful would be great

+1, the retry delay is really annoying, and the diagnosis of "nothing to do" isn't helpful at all.

for KeyboardInterrupt I think it's sufficient if the worker sends a 'abort' message to the scheduler saying it's going to stop working on task X. That would move the task back into pending state

+1 - "There are XX pending tasks possibly being run by other workers" is probably the question I get most often about Luigi
