It's a docset, so creation of the item would throw an error right?

Wouldn't we want to rename the package? Or I guess version history would work for this

We need to define what to do for each status when a user tries to override the app w/ a new package.
| Status | Actions to Take |
|---|---|
| New | Allow updates to the app package. |
| Pending Sponser Approval | Allow updates to the app package. |
| Pending Approval | Allow updates to the app package. |
| In Testing | Prevent a duplicate upload unless the version is > the current one. Redeploy to test site (if created). |
| Pending Review | Prevent a duplicate upload unless the version is > the current one. Redeploy to test site. Reset status to "In Testing" |
| Approved | Prevent a duplicate upload unless the version is > the current one. Redeploy to test site (if created). Reset status to "In Testing" |
