Adding business rules about subzero HOT 3 CLOSED

We currently enforce a rule on fees.

We also enforce funds can only be sent to change or preset gateway addresses.

Adding other currencies will vary from trivial (if they support segwit + multisig), to a little bit of work (if they don't support segwit but support multisig or vice-versa). If a currency doesn't support multisig, you can use the HSM's native quorum facility (e.g. must present M-of-N smartcards in Thales' case) or you can use SSSS.
