Unfortunately, the behavior you reported is indeed a bug that shouldn't be happening, as it results from an issue in the code.

A wait mechanic could be quite interesting, but as @igorunderplayer pointed out, the original game design always intended for the player to move around the board, and "waiting" might be considered a minor exploit to gain an advantage over the zombies.

I do see that it adds a strategic element to the game, but for now, I will opt to fix it.

i found that interesting, as if the move the player decided to do is wait

Waiting doing nothing is never a option, and the game should encourage players to move things themselves

it could be used as a strategy for waiting to a better zombie position, and the game already encourages the player to move, since most of the time, waiting causes a zombie to get you, and if nothing moves, there is no reason to continue waiting
