In order to build from git you need to use the Starlink automake. If you want to build PAL I recommend you use the releases at https://github.com/Starlink/pal/releases which are standard configure/make/make install.

Thanks @timj, using a release tar.gz did work for me.
May I suggest that the README.md reflect this information, to help out anyone else wanting to use this software? I could even make a pull request if you like.
