We've decided to go with the blacklist approach.

After some review, we've decided that Bluejay shouldn't try to chain a whole bunch of operations behind the scene just to support scanning by a value from a characteristic. Instead, if we can provide a scan and connect API with an ability to blacklist peripherals not interested in, then users can still implement scanning by characteristic themselves fairly easily using Bluejay.
