I'm not quite sure how to go about this. It might be easiest to use some sort of sandboxed scripting language or something, or provide an ingame editor.
Anyway quests are something I definitely want to have, so there will be some sort of quest system somehow.

we should also have this if we have procedural planets
there do need to be some indefinitely recyclable quests for players to do every day in addition to unique content
