After some assessment, only ApplyExpr is needed to do type-generics.
A type-generic itself can be defined as being typed to OperatorType("Type")("Type").
Then the application of such a type-generic, using ApplyExpr to facilitate the application, would be the type-specific created using a type-generic.
e.g.
List : OperatorType(Identifier("T") : Identifier("Type"))(Identifier("Type"))
myListOfNumbers : ApplyExpr(Identifier("List"), Identifier("Number"))
