Can you "attach" the navbar to the text content? So that it immediately starts scrolling?
Then, we have it like spark, but not on top of the text but next to it.

Yep, this stupid navbar annoys me as well.
I think putting the TOC inside of each document is a good idea.
Is it possible to reduce the spacing a bit to make it less bulky?

I think this is better than before. If there is no one against it, I will merge this for now and make sure that we have a better solution soon.
