When you drag & drop from finder you will only get the file URI of the file (Formats.fileUri). You need to retrieve the file yourself from the URI.
In next release this will be streamlined. You will get both the URI, but also stream of the file itself. Btw. the UTI for RAR is com.rarlab.rar-archive, not public.rar.
