Was it done intentionally?
Yes, for practical reasons. Even though it's referred to as "a byte string", all concrete instances are contiguous ASCII strings. And there is no reason to believe that something different would be required by application. Hence it's reckoned that declaring it std::string makes program code more readable, because it doesn't incentivize(*) programmer to store it "literally", say as hexadecimal byte array.
(*) In [most] swig-enabled languages programmer would be even forced to do so, because strings are not octet collections in most of them. It does mean that some magic has to happen in proxy code, but netto effect is the same, it's more convenient for programmer and code is more readable.
