What's actually happening is it's scrolling the currently selected nav item in the sidebar into view, and this behavior is explicitly implemented. I don't have strong opinions about this, but it was intentional. Moving this issue to the site-kit repo (where this is implemented) for now.

This was very confusing and unexpected to me and I thought it was a bug
Part of the confusion results from the fact that there is a delay, but even if that were to be removed I think it's still likely to be confusing
The main thing that's frustrating about it is that it overrides the user input. I scroll the left hand side menu and then without taking any further action it scrolls back to basically undo the action I just took, so that I'm constantly fighting with it
