On investigation, it looks like the reason this was happening is because after a long period of inactivity, the user's tomcat session expires and their CSRF token becomes invalid. I think the best way to fix this will be to use Spring Session to store session information so that the web socket connection can be used to keep the session alive.

As a side note, I believe there's currently a bug in Spring Session that is preventing WebSocket heartbeats from keeping the session alive (spring-projects/spring-session#548). As a workaround I've added a manual "heartbeat" by having the client publish to a topic that nobody is actually subscribed to, but after that issue gets fixed, that workaround can be removed.
