The problem was due to a broadcast of the scrimmage_ros.cfg parameters to ALL nodes that are running with dynamic reconfigure. This assumption fails when running the scrimmage_ros nodes in parallel with 3rd party packages that also run dynamic reconfigure (e.g. the pointgrey camera driver nodes).

As such, the solution is to require the scrimmage_ros nodes to broadcast their name when they wake up such that they get included in an inclusion list. 3rd party nodes will not be included in this list thus avoiding the conflict in config parameters.
