Frankly, it shouldn't be there. It is cute, but this is a tool. Tools should be utilitarian, not cute.
I haven't looked at the relevant code so in case it exists because it takes time to determine information and not simply for flashiness, here's a UX perspective: it is easier to accept having to wait for a system to gather information it doesn't have than having to wait for a system to display information it appears to already have. The refresh animation causes the latter.

I actually don't mind as long as its a fast animation because it serves the
useful purpose of highlighting change if you refresh the item.
The idea that tools should be utilitarian not cute is what killed linux on
the desktop. Cute is nice, as long as cute is not harmful.

I agree with @gbb. I'll decrease the timing of the animation but please note that the "cute" stuff in this repo will not be compromised.
However, to meet you half-way, I will try to make it very easy to disable it via a quick option somewhere on the page in the next iteration of the dashboard.
