This is not an error. The error is somewhere else, look for a backtrace before that.
The server is a daemon process. It can be stopped and restarted as any other process, for example by sending a SIGTERM or a SIGINT signal to it.

@mnr73 You are likely tried to launch Bot API server twice in the same working folder. The second instance refused to launch before the first one is running.

Sorry for opening the old issue.
I have a C# application to start local bot server. In the same application I have different bots (written using Telegram Bot API in C#) which connect to this bot server.
Now question is: if I restart the bot server, do I need to perform anything in those bots application after restart, e.g. reconnecting. etc?

This should be done automatically by the C# library for bots you use.
