一个操作可以关联多组实例
多组实例之间是or关系
每组实例关联一个有效期
无权限跳转过来，不管是新增还是已有实例权限，都是默认新增一组实例

  1. 申请的策略与已有的策略不合并?
    • 不合并的化, 策略的数量不可控 重要
    • 合并的化, 如何合并, 合并到哪条
    • 策略中实例如果有重复去不了重
    • 申请的时候只能新增, 不能修改已有的权限了?

  1. 现有的针对策略中的实例, 哪些时新增, 哪些是删除的逻辑没法区分
  2. 授权实例时, 是新增策略还是合并到已有策略中, 合并到哪条?
  3. 回收实例权限时, 是所有的同一action都回收?
  4. 权限模板新增操作时从其它操作的资源实例中复制, 多条相同操作的策略选哪个复制, 还是全复制
