The id specified as optional is the post identifier, which is optional when an app is creating a post, as pointed out by @mwanji. The id specified in the Repost schema is a different field that is inside of the content section, and is not optional.

What should a server do when there is no post ID given? Generate a unique one? Does this IDs have some specification (e.g. letters and numbers only)?

When an app creates a post, the server always generates an ID. There are no constraints on it other than that it needs to be a unique string, but the best practice is to use URL-safe characters.
